Dear Ladies and Gentlemen,

dear colleagues and friends,

Following an eventful workshop in March in Bremen, it is a great pleasure to invite you to this year’s European Interparliamentary Space Conference (EISC) from 8 to 10 September in Berlin. To assist you in planning your trip, I enclose a preliminary draft of the programme – which is also available on the EISC website.

Following on from the topics of the workshop, we will be focusing on the ESA’s Council at ministerial level which is taking place in Seville in November, under the heading “On the road to Space19+”. It is not only in Germany that space policy is mainly shaped by the executive. This makes it all the more important that we, as members of national European parliaments who decide on the allocation of budget funds, feed in our perspective to the discussion.

We will deal in three sessions with the topics of “Exploration”, “Safety and Security” and “Applications”. I will keep you updated on the details of the sessions. I am very pleased that the Director General of the ESA, Professor Johann-Dietrich Wörner, has once again agreed to give a keynote speech.

I am also especially honoured to inform you that the Republic of Austria has submitted an application for membership. I therefore take this opportunity to ask you all to support this application, which will be decided upon during the closed session on 10 September. We will also decide which member country is to have the privilege of hosting the 23rd EISC in 2021.

I very much look forward to welcoming you all to the historic Reichstag building in Berlin in September.

Yours sincerely,

Klaus-Peter Willsch MP, Chairman of EISC 2019
